Three-Year Appointment Eligibility

The Unit 3-Faculty Collective Bargaining Agreement (CBA) provides for three-year appointments for temporary faculty (also referred to as “lecturers”) who meet the eligibility requirements listed below.

What is a three-year appointment?

After teaching one semester in each of six consecutive years in a department, lecturers (excluding coaches) are eligible to receive three-year appointments equal to the total units taught in that sixth (6th) academic year. All other provisions of the CBA, including time base issues and conditional appointments for part-time faculty, will continue to apply to the three-year temporary appointments.

In subsequent three-year appointments, entitlements are determined by the lecturer’s time base during the final year of the previous appointment.

Eligibility

The eligibility criteria per Article 12.12 of the Unit 3 – Faculty Collective Bargaining Agreement are as follows:

  • All temporary faculty (full- and part-time), excluding coaches
  • Six (6) or more years of continuous service. Employed at least one full semester each academic year qualifies as a year of service.
  • All service in the same department on the same campus.

Initial and subsequent three-year appointments are issued to eligible lecturers who have received a satisfactory evaluation and have no documented serious conduct problems.

Process and Application

The Office of Faculty Affairs (OFA) works collaboratively with each department to prepare a list of temporary faculty who are considered eligible for an initial three-year appointment. The list will be posted in each department office and on this webpage. During this 30-day period, it will be the responsibility of each temporary faculty member to review the list and notify the department chair if their name was omitted from the list but they believe they are eligible for a three-year appointment.

Departments are responsible for notifying their eligible lecturers about college and department specific timelines and requirements for evaluation.

Eligible lecturers must participate in the evaluation process and receive a satisfactory rating with no documented conduct issues to receive the initial or subsequent 3-year appointment.

Timeline

February 15 – List developed with OFA and departments.

March 1 – List posted in Departments and on OFA website.

March 31 – Deadline for faculty not on list to notify the department of their eligibility.

By End of AY - College sends notifications of successfully evaluated faculty who will receive 3-year appointment effective the following academic year.

June 1 - College sends list of new 3-year faculty to OFA.

Workload Considerations for 3-year appointments.

  • Part-time and full-time lecturer faculty either beginning a new three-year appointment or subsequent three-year appointment are normally appointed at the time base of their sixth year prior to beginning a three-year appointment or"Year 3 of 3" of their previous three-year appointment. If there is insufficient work available to fulfill those time bases, they can be appointed to lower time bases (CBA 12.3, 12.5, and 12.13).
  • The time bases of part-time lecturer faculty in "Year 2 of 3" OR "Year 3 of 3" of their three-year appointment may be reduced if there is insufficient work for which they are qualified to teach. If their time bases are reduced in the second or third years of their appointment, they maintain careful consideration for same/similar work, “entitlement”, throughout the duration of their three-year appointment (CBA 12.12.e). If a part-time lecturer faculty member is offered additional work up to and including full-time, that lecturer’s entitlement during their appointment is not increased and shall continue to be on a conditional basis for the duration of that appointment (CBA 12.5).
  • If there is insufficient work available to fulfill a full-time (FT) unconditional subsequent three-year appointment, the lecturer can be appointed to a lower time base beginning with the subsequent three-year appointment. The new time base becomes their entitlement for all three years of the new appointment and the appointment at the lower time base becomes conditional.
  • If no work is available to support initial or subsequent three-year appointments, those lecturer faculty have reemployment rights and shall be placed on a department reemployment list (CBA 38.48). They shall receive written notice informing them that no work is available and that they are being placed on the reemployment list for a period of three years (CBA 12.12.f and 38.48).
